O2 UTAH REPORT CARD
O₂ Utah tracked 36 different bills during the 2023 legislative session and graded lawmakers based on their voting habits on environmental bills.
The bills we tracked ranged from air quality, clean energy, water conservation, transportation, and homes and buildings.
In addition to the grades, we also handed out awards to those who did exceptionally well...and to those who didn't.

REP. ANDREW STODDARD
House District 40
SEN. KIRK CULLIMORE
Senate District 19
Cullimore and Stoddard championed HB 220 in the 2023 legislative session. Despite a flurry of amendments and industry opposition, Cullimore and Stoddard garnered bipartisan support for the bill, one of the biggest passed by the Legislature in decades. It addresses a problem that new research says makes our winter inversions up to 25% worse!

REP. TYLER CLANCY
House District 60
An improvement over his predecessor, Clancy is a young and exciting voice. O₂ Utah found his district has some of the highest levels of concern with air quality of any Republican district along the Wasatch Front. We look forward to working on these issues with Clancy in the future.
STEP FORWARD
SEN. NATE BLOUIN
Senate District 13
Blouin — who worked in clean energy before being elected — was the biggest step forward on air. He replaced Sen. Gene Davis, who scored a D+ on the 2021 report card. In 2022, we supported Blouin’s primary against Davis as we knew he would be a strong vote for clean air.
STEP BACK
REP. QUINN KOTTER
House District 26
In the 2022 election, Kotter beat Rep. Elizabeth Weight to represent House District 26. Weight was an air quality champion and received consistent A’s on O₂ Utah’s report cards. Kotter’s D- grade — one of the worst scores in the legislature — is a dramatic step back on air quality and the environment.
THE BAD MVP

REP. KEN IVORY
House District 39
Ivory is the constant source of bad ideas. Previously, it was giving away the public’s land. This session, it was trying to stop progress by promoting coal, fighting clean energy, and restricting business efforts to protect the environment. We need less of his pro-pollution, anti-freedom, weaponized government approach.
